The members of the Committee of the local branch of
the China Association have had brought to their notice the
feeling of deep unrest existing amongst the Chinese in this
Colony on account of the banishment of certain of their
nationals for alleged complicity in the recent riots.
1. This Committee, whilst believing that the Govern-
ment would not have so acted without just cause,desire to
point out the grave danger which has arisen owing to an

2. This dislocation of trade has to a great extent
been caused by the fear amongst the Chinese that any one
of them may yet receive a notice of bar ishment. They

It is this fear which is paralysing trade, and in the
opinion of this Committee every effort should be made to
re-establish a feeling of confidence.
3.
The members of this Committee suggest the issue
of a Proclamation making it plain that the orders for
banishment had only been issued after the most thorough investigation, and stating that no further steps will now
be taken if no further offences of the kind thus dealt with are committed.
